After listening to the introduction and on-the-spot investigation, Shen Hanyao pointed out that the major strategy of "developing along the river" determined by the Jinan municipal Party committee and the Jinan municipal government will expand new strategic space for the future development of Jinan, change the adverse situation brought about by the narrow and long development from east to West in one fell swoop, break the relatively backward pattern of the regional economy in Jinan, and effectively enhance the overall competitiveness and influence of Jinan in the national regional economic pattern.

Shen Hanyao emphasized that the strategic significance of Jinan's "development with the river" is comparable to that of Shanghai and the "Pudong development" of the Yangtze River Delta, and will play a major leading role in Shandong and the middle and lower reaches of the Yellow River. The key to "development with the river" is to do a good job in industrial and spatial planning with high standards, and build hardware facilities in Jibei from a high starting point. It is necessary to comprehensively build various infrastructures in Jibei area with the underground pipe gallery and the rapid rail transit network as the center, pay special attention to the planning and construction of the ecological environment, green space, water system and wetland, and use the technology, infrastructure and industrial structure of the 21st century to fully build Jibei New District makes its urbanization level significantly higher than that of Jinan Old City.

How to effectively promote the "development along the river", Shen Hanyao suggested that Shandong and Jinan provinces and cities should coordinate to implement the "big provincial capital" strategy, drive the comprehensive development of economic construction, science, education, culture and health undertakings with the political center, take the overall relocation of provincial government agencies and colleges and universities as the lead, focus on the introduction of top 100 enterprises at home and abroad, and support the introduction of international first-class universities, scientific research institutes, hospitals, schools and other institutions, Attract first-class talents and various strong resources to gather in Jibei area, build it into a new provincial capital in the 21st century, build a large provincial capital economic circle of China's economically strong province with surrounding cities, and lead the accelerated development of Shandong Province and the middle and lower reaches of the Yellow River.
